EBLIDA Council Meeting
About 60 people attended the EBLIDA Council Meeting. We voted for new members, decided on cancellations, and learned about the annual report and the work programme for the coming year and we approved the budget of the Association.
The exciting moment came with the election of a new president and Executive Committee members.
For this election, EBLIDA received one nomination for president: Jukka Relander and thirteen nominations for executive committee members for ten seats.
With the approval of council members, it was decided to elect the president by acclamation rather than with ballot papers. Jukka Relander was elected unanimously by acclamation of the Council members present in the room.
With the approval of Council members, it was decided to elect Executive Committee members with secret ballots.

23rd EBLIDA Annual Council Meeting & EBLIDA-NAPLE Conference, Riga, Latvia

The Conference of EBLIDA was well-run thanks to the wonderful organisation of the National Library of Latvia and a good programme variety of keynote speeches, round tables and breakout sessions.
Uldis Zariņš from the National Library of Latvia kindly moderated the day’s activities, inviting and introducing speakers on stage and giving necessary information to participants. He opened the day by giving the floor to Linda Pavļuta, advisor to the Minister of Culture, speaking on behalf of Dace Melbārde, Minister of Culture of Latvia. Ms Pavļuta underlined that “Latvia counts 2000 libraries, and that each Latvian can access a library within twenty minutes.
Arvils Ašeradens, Parliamentary Secretary, Ministry of Finance of the Republic of Latvia interestingly mentioned that libraries are “a great asset to the social and economic fabric of countries”, and we couldn’t agree more.

Andris Vilks, Director, National Library of Latvia, highlighted that “the mission of libraries is to make people’s lives better by making them smarter”.
Kristīne Pabērza, President, Library Association of Latvia walked the audience through the EU strategy 2020 focussing on the concept of smart growth: the strengthening of knowledge and innovation as drivers of future growth. She stated that in that context “Literacy is a pre-requisite to achieving this goal. The ability to read, understand and be understood is becoming more important than ever. Libraries in Latvia and all over Europe are and will serve as the gateway to the future by providing lifelong access to resources, knowledge and tools. All to ensure that our citizens’ skills remain relevant to the current economy as it continues to evolve”.
Jan Braeckman, Chair of NAPLE, whet the appetite of the audience by describing the key notes and the discussions and by reversing the title Building a Europe of Readers to focus on the concept of Readers, Building and Europe from a Public Library perspective, highlighting the importance of being able to discuss library issues from a Pan-European perspective.
Klaus-Peter Böttger, outgoing EBLIDA President, opened the first session For a Knowledge-Based Europe by reminding the audience that “literacy is a key issue at the European level and that it is not acceptable to have 1 in 5 Europeans having difficulty in reading”. To fight illiteracy, libraries cannot be seen from an economic perspective only. “Libraries in helping to build a Europe of readers are helping to achieve a knowledge- based Europe”.
We had the chance to welcome two members of the European Parliament.
Sylvie Guillaume, Vice President of the European Parliament, gave an interesting video message on the always evolving role of libraries and librarians in an ever-changing environment. She smartly referred to Albert Einstein’s attributed quote drawing a link between libraries and bees in saying “if bees were to disappear from the earth, the world would only have 4 years to live”, thus implying that libraries are as vital as bees, a notion which we fully support!
Inese Vaidere, Member of the European Parliament, gave a short introduction in English underlining the importance for Cultural Diversity in Europe and how important it is for her to speak in her mother tongue. She then gave her talk in beautiful Latvian. We were happy to hear her saying that “libraries are key to the EU2020 strategy and they should be better supported”.

Sven Birkerts, the first keynote speaker, highlighted that “libraries are about reading, about preserving content, processing information” and that a “new set of rules apply”.
Divina Frau-Meigs concluded the keynote speeches with a presentation focusing on four main points:
1. young people, libraries and trans-literacies, 2. public policies, 3. modes of governance for libraries and 4. the meaning of libraries’ public service mandate, including the rights to access, create and distribute cultural content.
She concluded her speech with the role of library associations that should fight for access and equity (e.g. need for an internationally binding instrument on copyright limitations surrounding licensing of online content), fight for e-inclusion and fight for global information commons.
To better maintain their public service mandates, “libraries should move towards digital humanities and new public services online, new literacies and reorganisation of knowledge around information”.
She concluded by saying that “the pre-digital library form can “deliver” if it moves with the digital uses of young people”.
Session 1 continued with a forty minute panel session moderated by Kate Russel from the BBC.

Attendants broke into two workshops:
Workshop 1.Building Literacy Advocacy: the role of libraries and library associations, organised by EBLIDA, Library Association of Latvia, ELINET – with the participation of keynote speaker Prof. Divina Frau-Meigs.
The aim of the workshop was to generate ideas regarding literacy advocacy at three levels: local, national and European.
Participants dealt with the question of literacy, libraries, the role of national library associations, European policies and politics, including EBLIDA’s position paper entitled Libraries and Literacy, and the Elinet Project.
Those issues were identified through six key words: partnerships, skills, source and resources for professionals, visibility, impact, use of IT, and inclusion (social and e-inclusion).
Workshop 2. Skilled by My Library: Connecting Policy and Practice in the EU, was organised by NAPLE and the Reading and Writing Foundation – with the participation of Ms. Gina Ebner, Secretary General, European Association for the Education of Adults.
The workshop focussed on adult education and the way to raise awareness of policy makers on the part libraries can play in the learning process and the actions to be undertaken to connect library associations and the European Commission’s coordinators on Adult Education.
The day’s concluding session was entitled What’s Next.
Kate Russel (replacing Ryan Heath who was unable to attend) did a wonderful job wrapping up the day.
She summarised the keynotes and panel discussions, and thanked the delegates for their participation and the hosts, the Latvian Presidency and the Library of Latvia for the enlightening day.
As an author, she insisted that “it is really important for me that my work is available to all. Writers don’t work to become wealthy. We write because it’s a passion”. She supported the importance of EBLIDA’s work in “promoting and defending the interests of libraries, archivists and the information community at large in the digital age” as well as the Right to E-Read Campaign.
Kate also insisted on the fact that “The old fashioned view of a librarian needs to be wiped out. They are becoming custodians of context in an ever-increasing forest of information, both in the form of atoms and bits. Librarians need to become our guides across multiple platforms, disciplines and trans-literacies. They need to be given enough training and support to be able to keep up with technological change […]”. She also highlighted the need to engage with youth, especially through digital means, with ebooks for instance.
She concluding her talk by inviting delegates to work on “how to make a visit to the library a journey into the future? ”.
Immediately after this conclusion, and before session was turned over to Jukka Relander, the new elected President, the National Library of Latvia showed a video on reading promotion for children and parents in Latvia. The event brings together each year 17000 people to the Annual Grand Jury. This very successful event originated from the Netherlands and was smartly imported and adapted to the country.
Jukka Relander, the last speaker of the day and incoming EBLIDA President, closed the meetings by expressing his will to begin his Presidency in a listening mode so as to collect and gather all the important ideas and information from the librarian community to help drafting EBLIDA’s future direction.
Meanwhile, he highlighted that the key issues remaining at the core of EBLIDA are: Literacy, e-books and copyright.
He thanked the assembly and invited attendants to join together for the group picture
